Mission
The general health of the Bayelsa population will be improved by ensuring basic health care facilities are accessible to all Bayelsans. This will entail a review of the location and status of every health care facility in the state and the construction of a comprehensive plan to upgrade health care delivery so as to support specific goals for the reduction of infant and maternal mortality, institute a fully functional Medicare system, improve emergency response and deliver quality health care in all rural centres.
Goals
- Reduce under-five child mortality rates by 20-25 percent by 2010.
- Reduce maternal mortality rates by 20-25 percent by 2010.
- To ensure that the 500-bed state-owned hospital in Yenagoa meets international standard.
- To improve the emergency response services in the state by 2010
- Ensure the functionality of Bayelsa Medicare scheme by 2010
- Ensure that all hospitals and health centres in the rural areas are functional and have qualified staff.

The Ministry of Health works to provide the people of Bayelsa with the best health care. The Ministry supports the role of the Minister for Health and monitors the Bayelsa public health system. Plans
- Immunization plan:
Achieve the immunization of at least 90 percent of children against diphtheria, tuberculosis, tetanus, etc. By 2010 - Urban health facilities:
Engage the services of consultants to redesign the 500-bed hospital and purchase hospital equipments to meet international standards by 2010 - Emergency response services:
Purchase ambulances and helicopters to pick up patients anywhere and at anytime in the state b. Design and provide maintenance framework for emergency vehicles. - Bayelsa Medicare scheme:
Engage the services of experts to carry out biometrics and health care management;
Train and re-train health workers to effectively monitor the functioning of private clinics and pharmaceutical outfits in the state; - Drugs regulation a. Remove the ‘out-of-stock’ syndrome from all hospitals in the state by ensuring the availability of drugs and medications.
